Move to Scotland while getting Attendance Allowance and you cross a benefits border as real as any drawn on a map: AA does not exist for Scottish residents, and your award will not follow you indefinitely. The mechanics are civilised - the DWP continues paying for 13 weeks from the date of your move, giving the Scottish system time to take over - but the handover is not automatic. You must apply for Pension Age Disability Payment yourself, and the official advice is blunt: apply as soon as possible after moving, and do not wait for the DWP's letter with your end-of-award date. Managed well, the two awards meet edge to edge. Managed by drift, a gap opens that nobody refunds in full. This is the handover manual.

Mygov.scot states the sequence plainly: the DWP will continue to pay your disability and carer benefits for 13 weeks from the date of your move; you should apply to Social Security Scotland as soon as possible after moving or your payments could be affected; and if your application succeeds, your award entitlement may be backdated to the day after your DWP benefit ends, with the backdated period depending on your circumstances. Translated: 13 weeks is the runway, the application is your job, and the backdating provision is the seam that lets a slightly slow decision still join the awards together - provided the application went in promptly. The one behaviour the page warns against by name is waiting for paperwork: "Do not wait until you get your letter from DWP with your end of award date to apply."
The mover's timeline, week by week
| When | What to do |
|---|---|
| Before the move | Diarise the moving date - the 13 weeks run from it. Gather the AA award letter, NI number and GP details into the moving folder. |
| Moving week | Tell the DWP you have moved (0800 731 0122) - the address change and the clock both matter. |
| Week 1 to 2 in Scotland | Apply for Pension Age Disability Payment: online, or 0800 182 2222 (part 1 happens in the call). Name your new GP once registered. |
| Weeks after | Complete part 2 inside its 8-week window (extensions on request), with Social Security Scotland collecting any professional letter you name. |
| Around week 13 | AA ends on the DWP's schedule; PADP, decided or backdated to the day after, takes over. |
The application guide covers the Scottish form itself - a different shape from the AA1, same day-and-night test underneath.
Your award history helps, but the application stands alone
Movers often assume the existing AA award transfers its own weight - that Scotland will simply look up the DWP file and nod. Apply as though that were false. Describe the days and nights in full on part 2, as if claiming for the first time, and enclose or name the same calibre of supporting information you would for a fresh claim - Social Security Scotland can collect it for you, which matters doubly mid-move when the old GP is behind you and the new one has never met you. The award letter from the DWP belongs in the envelope too: it is evidence of an established, tested entitlement, and continuity is a fact decision makers properly weigh. What it is not is a substitute for the account itself.
The traps, named
- Waiting for the DWP letter. The advice not to wait exists because people burn half the runway on it.
- Assuming automatic transfer. The mass transfer of Scottish AA recipients to PADP is finished history - it covered people already living in Scotland, not arrivals. Movers apply.
- Letting the GP gap linger. Register with a Scottish surgery early: it re-anchors your records for the supporting information the new claim may need.
- Forgetting the carer's half. The 13-week continuation covers carer benefits too, and Scotland runs Carer Support Payment in place of Carer's Allowance - the carer's guide arithmetic (including the severe disability addition trap) crosses the border intact.
- Reading a Scottish letter with GB eyes. The decision arrives as a notice of determination; disagreements run through re-determination (42 days) and appeal, with Short-term Assistance behind reductions - a vocabulary and a safety net the DWP world does not share.
Moving the other way, and the ADP footnote
Leave Scotland for England, Wales or Northern Ireland and the mirror applies: tell Social Security Scotland, and the GB claim - Attendance Allowance, claimed the standard way - becomes your task, promptly, for the same no-gap reasons. And one footnote that saves a wrong form: this page is about ATTENDANCE ALLOWANCE movers. Anyone who reached pension age on Adult Disability Payment stays on ADP wherever in Scotland they live - no PADP application needed or right - as the Scotland hub explains alongside the rest of the border geography.
Why the promptness rule is really a money rule
Everything in this guide compresses to one financial sentence: the 13 weeks are certain, the backdating is conditional, and the application date is the only lever you fully control. An application in week 2 leaves the system twelve weeks to decide before the seam even matters; an application in week 12 gambles the household's £76.70 or £114.60 a week on administrative speed. Treat the PADP application as a moving-in task on the same list as the electricity meter - done in the first fortnight, from the diary you kept through the chaos - and the border becomes what it should be: a change of letterhead, not of income.
The money around the move
The disability award is the anchor, but a pension-age move drags a small fleet behind it. Pension Credit needs the address change promptly - and because Pension Age Disability Payment is a qualifying benefit for the severe disability addition exactly as Attendance Allowance is, the addition survives the switch so long as the awards themselves meet without a gap: one more reason the week-2 application matters. Council Tax Reduction does not move at all - it belongs to the council, so the new Scottish council needs its own claim. And the Pension Credit guide's standing advice applies with fresh force after any move: ask for a full recalculation with the new household facts, rather than assuming the old sums crossed the border intact.
The mover's evidence advantage
One quiet reassurance about the qualifying rule: the Scottish test looks at your history of care needs, and a mover arrives with years of it - documented by the AA award itself, the DWP file behind it, and every clinic letter in the folder. The needs history travels with you even though the award does not. So the part 2 answers should tell the established story with dates ("I have needed help with washing and the nights since 2024, and held Attendance Allowance for it from March 2025"), the award letter goes in as exhibit one, and the fetching service can pull the rest from your new GP once registered. A well-documented mover is, evidentially, in a stronger position than most first-time applicants - act early and the system can see it.
The GP move is part of the benefits move
Records follow patients slowly, and a mid-move claim can fall into the gap between surgeries. Two cheap protections: before leaving, ask the old surgery for a patient summary printout and a copy of your repeat prescription list - both go in the moving folder and both count as supporting information; and register with the Scottish surgery in the first week, telling them a disability benefit application is in flight so a records request from Social Security Scotland surprises nobody. The new GP does not need to know you well for the claim to succeed - the fetched records, the AA history and your own account carry it - but an anchored surgery closes the one administrative gap the move genuinely opens.
If the Scottish decision disappoints
A mover's application is a new application, so a refusal or a lower-than-expected rate is challenged the Scottish way: a re-determination within 42 days, then the First-tier Tribunal within 31, with the same evidence habits as everywhere - the diary, the carer's paragraph, the frequencies. One honest note: Short-term Assistance protects reduced or stopped Scottish awards, not first decisions, so a mover refused outright fights on speed and evidence alone - which is one more argument for the week-2 application and the full-dress part 2, so the first decision is the right one.
Moving house at this age is enough work without a benefits cliff hidden in it. Put the PADP application on the first-fortnight list, carry the folder, and the 13-week runway does exactly what it was built for - the letterhead changes, the £76.70 or £114.60 does not.
One diary entry does most of this guide's work: "week two - PADP part 1 submitted." Write it before the boxes are even unpacked.
Common questions
What happens to Attendance Allowance when I move to Scotland?
It continues for 13 weeks from the date of your move, then stops - AA is not payable to Scottish residents. Pension Age Disability Payment replaces it, and you must apply for it yourself.
Do I have to apply for PADP or does it transfer automatically?
You must apply. The automatic transfers covered people already living in Scotland when PADP launched; movers make a new application, as soon as possible after the move.
Will there be a gap between AA and PADP?
Not if you apply promptly: a successful application may be backdated to the day after your DWP benefit ends, joining the awards together. The official advice is not to wait for the DWP's end-of-award letter before applying.
How do I apply for PADP after moving?
Online through mygov.scot or by phone on 0800 182 2222 - part 1 is completed in the call, part 2 follows with an 8-week window and extensions on request. Social Security Scotland can collect supporting information for you.
Does my existing AA award prove my PADP claim?
It helps - enclose the award letter as evidence of tested entitlement - but the application stands on its own account of your days and nights. Complete part 2 as fully as a first claim.
What about my carer's benefits when we move?
The 13-week continuation covers carer benefits too, and Scotland runs Carer Support Payment in place of Carer's Allowance - with the same effects on the severe disability addition, so re-run the household arithmetic after the move.
I get Adult Disability Payment - do I switch to PADP at pension age or when moving within Scotland?
No. ADP continues for life wherever in Scotland you live - no PADP application is needed or possible while ADP runs.
